Thailand Revamps Public Sector with AI Adoption to Drive Reform

The public sector in Thailand is undergoing a significant transformation with the adoption of artificial intelligence (AI) to boost officials' productivity, enhance personalized service, and ensure transparency while maintaining country sovereignty. The Office of the Public Sector Development Commission (OPDC), National Electronics and Computer Technology Center (Nectec), and Digital Government Agency (DGA) have partnered to introduce an 'AI agentic chatbot' to make government services more accessible to the public. This initiative aims to increase citizen engagement and provide more efficient services, ultimately leading to a better quality of life for Thai citizens.

Thailand's goal is to improve its UN E-Government Ranking to 40th by 2032, up from 52nd in 2024. To achieve this, the government is prioritizing building trust and strengthening its digital infrastructure. According to Pakorn Nilprapunt, Deputy Prime Minister for Legal Affairs, the government is focusing on modernizing its legal frameworks, recognizing electronic meetings and digital public administration, and updating laws to support electronic business transactions.

The Thai government's national policy emphasizes integrating data across government agencies and requiring all future public data to be machine-readable. This will create a foundation for fully computable digital public services, enabling the government to make more informed decisions and provide better services to its citizens. However, there are still challenges to overcome, including the lack of practical understanding of AI and generative AI among senior civil servants, as well as the pursuit of AI projects without quality, machine-readable data.

To address these challenges, the government is pursuing three strategic priorities. The first is data sovereignty through the adoption of Pathumma, a Thai-language AI model designed to ensure sensitive government data remains under national control. The second priority is using AI to create a new digital economy by reducing administrative costs, while the third priority is promoting scientific policymaking, where agentic AI analyzes integrated government data to support evidence-based decisions.

Legal reform is another crucial aspect of the government's plan, as it seeks to create a more favorable environment for AI adoption and digital innovation. By addressing these challenges and implementing its strategic priorities, the Thai government aims to create a more efficient, transparent, and citizen-centric public sector, ultimately driving economic growth and improving the lives of its citizens.
