Philippines Must Avoid Becoming a Dumping Ground for US AI Hubs

The Philippines is at a crossroads, faced with the proposition of hosting US-led Artificial Intelligence (AI) hubs, a development that has raised concerns among lawmakers and environmental advocates. Deputy Minority Leader and ACT Teachers Rep. Antonio Tinio has vehemently opposed the idea, stating that the country should not become a dumping ground for AI data centers that US states are rejecting due to their catastrophic impact on power, water, and the environment.

Tinio's concerns are centered around the proposed Pax Silica hub in New Clark City, Tarlac, a 1,620-hectare site development expected to begin within three to five years. The first phase of the project is projected to cover about 500 hectares, raising questions about the country's ability to support such a massive infrastructure burden. The lawmaker pointed out that 15 US states have already pursued legislative measures to restrict the development of AI data centers, citing the example of New York's statewide construction moratorium on data centers.

The proliferation of AI data centers in the US has been met with resistance, with lawmakers in Georgia, Maine, Maryland, and Michigan pushing for moratorium bills to pause approvals and permits of AI hubs. The concerns are rooted in the massive power consumption and strain on water resources that these data centers pose. Texas, for instance, has over 1,800 proposed AI projects under development, which are projected to consume more than 474 gigawatts of electricity demand, nearly six times the state's peak capacity.

Tinio warned that the Philippines may fall into a similar fate as Texas, with the country's power supply, water resources, and communities bearing the brunt of the strain. He emphasized that despite having 56 percent of Texas voters opposing the plan, data centers are still being pushed through, raising questions about the priorities of the government. The lawmaker stressed that the Marcos administration's puppetry to US economic and military dictates is already burdening the Filipino people, and that accepting hyperscale data centers will only compound this burden.
