Tamil Nadu is on the cusp of a significant transformation in the way property transactions are conducted, with the state government unveiling a series of measures aimed at simplifying the online patta transfer process. In a move that promises to revolutionize the real estate sector, the government has announced the introduction of an upgraded automated system, set to be rolled out within 15 days, which will enable faster and more efficient patta transfers for property transactions that do not involve land subdivisions.

According to Revenue Minister KA Sengottaiyan, the new system will leverage software modifications to process a larger number of patta transfers arising from registrations that do not involve subdivisions, automatically, at the time of registration. This development is expected to spare land buyers the hassle of making separate visits to the sub-registrar’s office or the tahsildar’s office to obtain patta transfers after property registration, thereby making the process faster and more citizen-friendly.

The decision to simplify the allotment of patta numbers is another significant aspect of the revamped system. Instead of identifying and linking a buyer’s existing patta within the same village, the software will automatically assign the next available patta number, reducing processing time and eliminating the potential for errors. This streamlined approach will not only benefit property buyers but also reduce the workload of government officials, enabling them to focus on more critical aspects of land administration.

The introduction of the automated patta transfer system is not a new concept in Tamil Nadu. In 2020, the government had issued a G.O. aimed at facilitating auto-mutation of patta records. However, certain procedural difficulties hindered the smooth functioning of the process, prompting the government to revisit and revise the order. At a high-level review meeting on June 12, discussions were held on the earlier G.O., and a revised order has been issued on June 25 to rectify the shortcomings.

Under the revised system, automatic patta transfer will be allowed even when the seller’s spouse, son, or daughter co-signs the sale deed along with the landowner. Additionally, auto-mutation will be enabled when a valid power of attorney holder executes the sale deed on behalf of the seller, removing a major hurdle caused by mismatches between the seller’s name in the sale deed and the pattadhar’s name in revenue records. These changes are expected to bring greater efficiency and transparency to the property transaction process, reducing the scope for disputes and errors.

The implementation of the new automated system is a testament to the Tamil Nadu government’s commitment to leveraging technology to improve governance and citizen services. By streamlining the patta transfer process, the government aims to create a more conducive environment for property transactions, which in turn, is expected to boost the real estate sector and contribute to the state’s economic growth.
